About the Foundation
The S.H. Cowell Foundation works to improve the lives of children living in poverty in Northern and Central California by providing support to strengthen families and communities.
Funding requests must support efforts in the following areas: Family Resource Centers, Youth Development, K-12 Public Education, and Affordable Housing. The requests must support communities that meet the following criteria:
- Poverty in the affected community is acute and widespread as evidenced for example by the number of students who qualify for the free and reduced lunch rate at the local schools
- The community has a strong “sense of place” arising from such factors as its location, its history, and the shared goals and deep-rooted relationships among its residents
- Public and nonprofit service providers have productive working relationships with one another and engage neighborhood residents with a spirit of inclusion and interdependence
- Local leaders champion issues and efforts beyond the scope of their particular roles and agencies, demonstrating commitment to the neighborhood as a whole
Individuals
- Projects that benefit specific individuals
- Projects restricted to people with specific medical, physical, or health conditions
- Academic or medical research
- Daycare centers
- Drug or alcohol abuse programs
- Environmental or conservation programs
- Health clinics or other medical service projects
- Population programs
- Post-secondary education
- Projects that are the responsibility of government agencies (except for school districts)
- Sectarian, politically partisan, or religious projects
- Books, films, or videos
- Political lobbying
- Special events and conferences
- Capital requests when less than 50 percent of the total funds have been raised
- Ongoing general operating support
- Ensure that the request meets the funding guidelines

- Submit a letter of inquiry, if asked to do so at the conclusion of your telephone conversation with the foundation.
- After your letter of inquiry is reviewed, you may be asked to submit a full proposal.
- Prepare for and plan on at least one site visit.
